Who ultimately decreed the wants and desires of the non-elect, from the cradle to the grave?

God Almighty!
He decreed ALL THINGS. 

Decree Means:

Ordered, Sanctioned, Authorized...

He declares the end from the beginning; from Ancient times, He said things not even done.
His counsel & His purpose will be accomplished by His Power. 
He brings righteousness to fruition; we don't do anything but participate in His invention.

In Terms Of Who And What They Love?

If God destines & writes your DNA sequence, fashions your makeup in the womb & predestined His Elect, as He says to be saved, then where’s the lack of logic in denying His Hand in those who are going to Hell?

Does HE just sit back & feel bad in regards to punishing sinners who reject His Son?

“Since the creation of the world, his invisible attributes have been seen, being understood by the things that are made, even his eternal power and Godhead, so that they are without excuse. Because although they knew God, they did not glorify him as God, nor were they thankful, but became futile in their thoughts, and their foolish hearts were darkened. Professing to be wise, they became fools and changed the glory of the incorruptible God into an image made like corruptible man, birds, four-footed animals, and creeping things. Therefore, God also gave them up to uncleanness, in the lusts of their hearts, to dishonor their bodies among themselves. They exchanged the truth of God for the lie and worshiped and served the creature rather than the Creator, who is blessed forever. Amen. Even as they did not like to retain God in their knowledge, God gave them over to a debased mind, to do those things which are not fitting. They were filled with all unrighteousness.”
